Document Frame

How do I insert a frame in a html document with layers?

I have the following page: www.celinedion.evonet.ro and I want to have a banner up, manu on the right, links on the left and a main frame in which to open the links from the menu when clicked.
I’m not very good with html so please help me with a solution to make my site look good.
If it’s not too much to ask, could someone who is also a Celine fan help with a layout? I only need the visuals, I will add the content. Thanks.

Why don’t you try linking an external stylesheet, so you can keep your layout for different pages, and then edit the content?
